Recently, a batch of fresh Vietnamese coconuts weighing 24.27 tons entered China through the Hekou Port. After inspection and quarantine by Hekou Customs, a subsidiary of Kunming Customs, the coconuts were quickly transported to the processing workshop of Hekou Fuyang Agricultural Technology Development Co., Ltd. This marks the official launch of China’s first in-depth processing business for imported fresh Vietnamese coconuts at Hekou Port, representing a critical step in the transformation and upgrading of Sino-Vietnamese border trade. The Food Exhibition has also made a great contribution in promoting import and export trade.

"These coconuts were picked in Vietnam’s Tien Giang Province and delivered to the domestic processing workshop in less than a day, ensuring excellent freshness. The customs also assigned a ‘Customs-Enterprise Liaison Officer’ to assist us, making every step—from declaration to inspection and release—smooth and efficient," said Xu Yin, a representative of border residents from Nanxi Town’s Xiaonanxi Community in Hekou County. The Food Exhibition will also offer you a variety of coconut products.

To ensure the successful implementation of this pioneering business, Hekou Customs established a specialized support team to conduct in-depth research with processing enterprises and mutual aid groups for border residents. They assessed the companies’ import and processing plans, factory facilities, and equipment, while providing detailed explanations on customs clearance procedures, declaration requirements, and the preferential policies applicable to in-depth processing under border trade.

"We strictly implemented the ‘On-Site Inspection Exemption’ policy for processing goods, allowing mutual aid group representatives to assist with inspections on behalf of border residents, eliminating the need for them to travel repeatedly to the customs supervision site. Additionally, the ‘Direct Transport’ policy permits goods to be shipped directly to processing enterprises in bulk after on-site inspections, bypassing the need for repacking and transshipment. This significantly improves clearance efficiency and helps reduce transportation costs," said Hu Mei, a Level-4 Officer from the Third Port Supervision Division of Hekou Customs.

In recent years, the acceleration of border development and opening-up has positioned Hekou Port as a vital hub for China-ASEAN agricultural trade, leveraging its geographical advantages. Kunming Customs has continuously refined its innovative "Internet + Border Trade" supervision model, driving the transformation and upgrading of Sino-Vietnamese border trade. The launch of this fresh coconut processing project represents another milestone in Kunming Customs’ efforts to promote smart regulatory innovation and support the Belt and Road Initiative, while also providing a new pathway for transforming border regions from a "transit economy" to a "port economy."

According to statistics, in the first two months of this year, the border trade volume at Hekou Port reached 67,000 tons, valued at 360 million yuan, representing year-on-year increases of 21.6% and 13.4%, respectively. Over 31,000 border residents participated in trade activities, generating a cumulative income increase of 1.649 million yuan.
