In response, the Fuzhou Mawei Marine Precision Processing Park is accelerating its development, emerging as a key player in this blue ocean economy. 

A Strategic Partnership: State-Owned Strength Meets Private Sector Expertise 

The park represents a significant 5.02 billion yuan investment and pioneers a collaborative model, pairing the financial strength and construction experience of a state-owned enterprise with the specialized industry knowledge and resources of a leading local aquatic company. 

Scheduled for completion in December, the park will feature three main buildings: two processing centers and one 30,000-square-meter cold chain storage facility, totaling 81,700 square meters of floor space. In a move to maximize land efficiency, the plot's floor area ratio was dramatically increased from 0.1 to 2.58. Upon completion, the park aims to host the entire industrial chain—from green food processing and aquatic product manufacturing to packaging design and cold chain logistics—and is projected to generate an annual output value exceeding 840 million yuan. It has already attracted 15 interested enterprises. 

Technology-Driven Solutions: Seamless Cold Chain and Financial Innovation 

The park is designed to address two critical industry pain points: maintaining product freshness and alleviating capital constraints for businesses. 

Its standout feature is the integration of a "seamless cold chain" throughout the entire production process. Each floor of the processing centers will be equipped with transit cold storage, ensuring a closed-loop, temperature-controlled environment from the moment raw materials arrive until the finished product is dispatched. This system is crucial for preserving the quality and taste of delicate aquatic products. 

Furthermore, the park's cold storage will pilot a "financial regulatory warehouse" model. This innovation allows small and medium-sized enterprises to use their aquatic catch as collateral to secure bank loans, thereby injecting vital "financial vitality" and helping to ease cash flow pressures during processing and export phases. 

From Trade Hub to Value-Added Processing Center 

The Mawei district is strategically shifting its role from a massive distribution hub to a center for deep processing. The park leverages the immense resource advantage of the nearby Mingcheng Strait Aquatic Products Trading Center, which handles an annual trade volume of 1.1 million tons worth 12 billion yuan, accounting for over 40% of the nation's deep-sea catch. 

This transition is supported by the broader development of the National Backbone Cold Chain Logistics Base in Mawei. The district is actively enhancing its industrial capabilities by promoting several smart industrial parks equipped with modern facilities for fully intelligent production. 

Adding a significant international dimension, the China-ASEAN Seafood Exchange officially commenced trial operations in August. This platform will facilitate cross-border cooperation for prepared food enterprises, creating a vital channel for local products to reach global markets and helping the "Mawei flavor" expand its international presence.
