Food Exhibition | Urumqi Customs Launches 12 Pro-Business Measures to Boost Agricultural Export Upgrading

2025.05.16

Urumqi Customs recently formulated and implemented a Three-Year Action Plan for Promoting High-Quality Development of Agricultural Exports, introducing 12 concrete measures to achieve both quantitative growth and qualitative improvement in Xinjiang's agricultural exports. The Food Exhibition will offer more information about import and export.

At Alashankou Railway Port, an international freight train loaded with 42 tons of various canned fruits and vegetables recently cleared customs smoothly, heading for Central Asian countries. Customs statistics show that in the first quarter of this year, Xinjiang ports exported a total of 220,000 tons of fresh and processed agricultural products, representing a year-on-year increase of over 50%, further solidifying Xinjiang's position as a crucial gateway for China's agricultural exports to the west.

The newly introduced measures cover multiple aspects including industry cultivation, quality enhancement, and trade facilitation. Regarding industry support, customs will establish a key enterprise cultivation database, prioritizing specialty agricultural product processors for AEO certification, and implement a new "self-inspection + customs recognition" supervision model for enterprises with good credit standing.

In quality control, customs will guide export enterprises to improve their quality and safety management systems, establishing a comprehensive traceability mechanism from cultivation to export. Meanwhile, they will actively assist Xinjiang's specialty agricultural product enterprises in obtaining export destination country registrations, helping products like seedlings and feed expand into international markets.

The Food Exhibition notes that to enhance customs clearance efficiency, customs is implementing a "fast track" for perishable agricultural products across the region and promoting convenient measures like "electronic locks" at border ports. Additionally, through the "Technical Trade Measures" information platform, they will promptly publish technical regulations and standards from major trading partners to help enterprises address international trade barriers.

In terms of enterprise services, Urumqi Customs will optimize its "Direct Customs-Enterprise Service" initiative, promptly responding to enterprise needs through channels like "Customs Director Reception Days" and the 12360 hotline, while launching a dedicated service platform on the international trade "Single Window" system to ensure precise delivery of business-friendly policies.
